I think Xavier is smart/ruthless enough to know that if they try to rescue any more than they already are it’ll be taking on too much and they won’t be able to rescue anyone. As much as you want to help everyone, the risk of getting caught and ending up helping no-one is just too great
There’s also the added difficulty with Juniper, in that with her mind being in the middle of transfer, there’s no telling what effect interrupting the process could have. It certainly isn’t as simple as taking both bodies…
Considering they are having their hands quite full with Theo, it is probably very wise to not interfere with this experiment,
which is definitely being monitored on multiple levels.

I don’t think Xavier came through through here earlier. They are only going this way because Marshall told them to.
I’m a little surprised that Rogi didn’t see this from the vents, though. Perhaps the prison vent system is isolated…
